Systems & Procedures Analyst

The incumbent processes financial and clinical data in the DSS system for the Syracuse VAMC and it community clinics. In addition, the incumbent can be assigned to provide DSS support services to any one of the facilities located within the Western New York VA Healthcare network. The incumbent provides direct support to all local care/service line managers in accurately identifying appropriate costing for the delivery services. This individual applies standard costing methodologies. The employee reports rejects and missing data to the VISN 2 DSS Lead. The incumbent performs audits as required and/or that are necessary during the monthly processing steps:
He/she identifies and corrects errors. He/she maintains an audit trail for future reference. The incumbent applies accounting, budgeting, and statistical principles and techniques to study and evaluate gathered information and make sound judgments and conclusions. Several complex processing steps and validation tools are used in each DSS subsystem, which requires close attention to detail. Incumbent is intimately familiar with all of the different screens in these subsystems and recognizes where to go in order to input all of the manual corrections. He/she researches, interprets, performs reconciliations, verifies data for accuracy and informs VISN 2 DSS Lead of discrepancies. The incumbent meets with various Medical Centers staff experts to investigate and correct cost anomalies in DSS. Establishes and maintains effective working relationships with clinical and administrative personnel to properly complete assignments, promote the use of the Decision Support System, and stays up-to-date in program operations. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 or higher in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of Computer Software Applications; Ability to interpret and apply VHA Guidelines; Performance of Analytical Services in Formulation, Skills in Customer Service Relations Management (VHA Preference); Skills to organize and prioritize workload independently, adjusts to varying amounts of work, and meets deadlines; OR, Education:

Attention to Detail Audit Reporting Cost Accounting Financial Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Incumbent's work is primarily sedentary but may be subject to stressful situations due to the complexity of knowledge required and time frame constraints. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
