Supervisory Logistics Management Specialist

Duties include, but may not be limited to the following:
Integration:
Serves as the senior logistics management officer for a VA HCS and supported catchment area, integrating logistics and related support and services for the supply chain, expendable/non- expendable and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility and supported catchment area. Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Maintains the logistics and supply chain management system by integrating operations that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system. Oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations. Directs the supply chain, to include budget projections/execution for logistics programs and contracts, utilizing an understanding of the role of logistics in facility and VISN financial, business, capital asset management, clinical, and administrative operations. Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepares requests for filling vacancies to meet workload requirements. Establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis. Develops and implements procedures and methods for accomplishment of assigned functions in accordance with directives and regulations. Determines methodologies and approaches for staff use in successfully completing assigned functions. Ensures that work is performed in a timely and satisfactory manner. Reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate. Evaluates the overall effectiveness of the operation in terms of mission accomplishment; quality and quantity standards met; procedural, policy, and regulatory compliance; and technical competence. Makes changes in work assignments and workflow, and balances workload among positions to increase effectiveness of operations supervised. Directs all supply management, material management, production control activities for the VA Health Care System and supported catchment areas. Performs other duties as assigned. Work Schedule:

Experience:
Applicants must possess one full year of specialized experience equivalent to the GS-12 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:
experience in the procurement processes, safety, supply chain management and modernization to include cost savings initiatives; knowledge of all logistics concepts, practices, tools, and operations; refined communication skills and be able to astutely navigate organizational boundaries ; plan strategically and execute operationally, integrating logistics operations with acquisition, fiscal/budget, clinical and administrative activities across an organization; resolve logistical problems, working through subordinate staff to ensure that equipment, supply, and service requirements are addressed; managing personnel and projects in a supervisory role; (Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.) The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
