This recruitment is for five positions with the VHA Regional Procurement Office East, Network Contracting Office (NCO) 2 located in Albany, Bronx, Buffalo, Montrose, New York or Syracuse, NY. Contract Specialist / PD # 11009A The Contract Specialist will guide, assist, mentor, and train junior level Contract Specialists. Perform a complete review of recommended sole-source requirements and conducts necessary market analyses to test the noncompetitive assumptions of requisitions. Prepare required findings and sufficiently documents determinations. Coordinate with the appropriate Agency, Service Area Office (SAO), Veterans Integrated Service Network (VISN), or Small Business Administration (SBA) Small Business Liaison on matters relevant to all aspects of socio-economic goal requirements. Conduct public bid openings, reviews bids and determines responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements when using sealed bidding. Conduct negotiations for competitive and noncompetitive procurements. Utilize electronic systems for contract writing, contract management, contract reporting, financial management. Perform cost/price analysis on change order proposals and analysis of delivery requirements. Closes out contract upon completion of the contract, resolution of all conflicts, and final disposition of payment and obtains adequate release of Claims documents. Performs other duties as assigned. Must meet all eligibility requirements to receive and maintain a Level ll FAC-C certification. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement:
Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position, you must have served 52 weeks at the GS-11 level. Basic Requirements for GS-12:
A 4-year course of study leading to a bachelor's degree with a major in any field OR at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE:
The Defense Acquisition University (DAU) does not grant Academic degrees; therefore, courses completed at the DAU are not creditable towards meeting the 24-semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education and appears on a college or university transcript. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. AND Specialized Experience for GS-12:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Recommending the appropriate contract type or contract method for the product or service being procured. Reviewing statements of work to ensure they adequately describe requirements. Negotiating with vendors to acquire products or services or to address technical requirements, cost/pricing, or other terms and conditions. Interpreting and applying laws, regulations, policies, standards, or procedures to address acquisition issues. Establishing and monitoring acquisition milestones to ensure progress toward award. Serving as contract administrator on awarded contracts. There is no educational substitution for the GS-12 level. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
