The work often requires long hours to meet project deadlines and devise corrective action and advanced solutions to unexpected technical; complex and/or management crises resulting in highly stressful work situations. The work is mostly sedentary but will require some walking, bending, and lifting of lightweight objects. The incumbent is expected to be in occasional travel status and participate in some overtime work at nights and on weekends while working on various projects. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied. Major Duties:
Major functional responsibilities include conducting a wide variety of administrative management services including budget formulation and control, facility planning and management, property management, personnel management, contracting and procurement, and all related issues for the campus. All activities require the advanced knowledge of the computer environment and of the purpose and logistics of the OIT and all its components. Responsible for the evaluation, analysis and creation of record and file maintenance systems which implement administrative methods and processes; which, in turn, provide complete administrative management of the OITFO budget for the current year, as well as to provide historical and prospective views of the fiscal affairs of the OITFO. Performs as the oversight control point official for all OITFO spending for equipment, supplies, contracts, maintenance and all other procurement activities. Provides strategic planning and participative management principles in the researching, data gathering, training and document preparation. Implements approved decisions and routinely makes authoritative decisions on administrative activities which impact the effectiveness and success of operations of the campus; assuring that appropriate action is taken in all areas concerned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, Notification of Personnel Action to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. GS-12 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes:
experience conducting a wide variety of administrative management services including budget formulation and control, property management, personnel management, and contracting and procurement for a nationwide information technology organization. GS-13 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience includes:
experience conducting a wide variety of administrative management services including budget formulation and control, property management, personnel management, and contracting and procurement for a large regional information technology organization. This includes providing oversight, coordination, and evaluation of all budget categories to guarantee that spending remains at or under budget and providing administrative oversight of assigned administrative and clerical staff including ensuring the accomplishment of training for this staff; and experience providing strategic planning and participative management principles in the researching, data gathering, training and document preparation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
