Assistant Counsel/Working Title: Hurrell-Harring Implementation Attorney, Caseload Standards Counsel

The Assistant Counsel will assist in the implementation of the Hurrell-Harring v. New York settlement agreement (HH settlement agreement) undertaken by the Office of Indigent Legal Services (Office). The incumbent of this position will serve as HH Implementation Attorney - Caseload Standards in the Office's HH Implementation Unit and report to the Chief Implementation Attorney, who works under the guidance of the Director of the Office of Indigent Legal Services (Director) and agency Counsel (Counsel). The incumbent will be primarily responsible for ensuring caseloads/workloads of attorneys who provide representation under Article 18-B of the County Law in the five settlement counties are accurately tracked and monitored and that HH public defense providers maintain compliance with ILS caseload standards. The incumbent will also be responsible for evaluating the effectiveness of caseload standards compliance on enhancing the quality of representation in the five settlement counties. The incumbent will work closely with three other subject area attorneys in the HH Implementation Unit, the HH Implementation Attorney - Counsel at First Appearance, HH Implementation Attorney - Eligibility Standards and the HH Implementation Attorney - Quality Enhancement as well as the HH research team and Analyst to satisfy the planning, investigatory and reporting provisions of the settlement agreement as undertaken by the Office to improve the quality of mandated representation under article 18-B of the County Law. Specific responsibilities also include:
o Works with HH Research Team to evaluate and monitor the caseload/workloads of attorneys, including private practice attorneys, who provide representation under Article 18-B of the County Law for the counties named in the HH settlement agreement. o Assists in ensuring that the caseload/workload of attorneys providing mandated representation in the settlement counties are accurately tracked and reported quarterly. o Consults with the providers of indigent legal representation, county officials, judges and other interested entities to identify opportunities for continued implementation of the ILS caseload standards. o Monitors the progress of counties implementing caseload relief plans, counties maintaining compliance with ILS caseload standards, and the effectiveness of caseload standards on representation, including developing regular, periodic reports of such progress in accordance with the provisions of the settlement agreement. o Makes recommendations to the Chief HH Implementation Attorney for improving and reporting of progress made by the counties, including improving the overall quality of indigent legal services in a cost-effective manner and creating innovative systems for assessing the adequacy of caseload/workload standards. Undertakes such other activities as may be requested by the Chief HH Attorney, Director, and Counsel in furtherance of the Office's overall responsibility to make efforts to improve the quality of indigent legal services representation under article 18-B.

Salary Range:
From $92000 to $97000 Annually
Minimum Qualification
A Juris Doctorate degree, licensed to practice law, and at least 3 years of criminal defense experience.Estimated Salary: $20 to $28 per hour based on qualifications.
