The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.

Minimum Qualifications
Seven (7) years of project management experience, which must include planning and at least two other management process groups: Initiating, Executing, Controlling, and Closing.
An associate's degree may substitute for two years of the general project management experience.
A bachelor's degree may substitute for four years of the general project management experience.
A current certification from the PMI as a PMP may substitute for five years of the general project management experience.
Duties DescriptionUnder the direction of the Project Manager 2 Supervisor, the Project Assistant would be responsible for, but not limited to the following:
Review the Entire Project Detailed Work Plan for QA Vendor activities and develop a plan for quality assurance team assessment of QA activities.
Monitor execution of the QA activities and reports results to project contract management staff.
Assist the QA Vendor in quality assurance activities, as needed including, but not limited to:
Review LOB implementation project deliverables and key activities
Monitor LOB implementation project design and development process
Monitor system and acceptance testing
Review of network vulnerability assessment
Assess training and documentation
Review user acceptance criteria
Assess project security requirements
Review weekly and monthly status reports developed by the QA vendor
Monitor project risks and reports on status of individual risks and actions being taken to address risks.
Develop, maintain Issues Management Plan based on input from project staff.
Monitor project issues and reports on status of individual issues and actions being taken to address issues.
Develop and implements issue escalation procedure to ensure that significant issues do not impact project success.
Develop detailed project reports and communicate project status.
Design and implement quality metrics to analyze project performance.
Assist in planning and conducting project analysis sessions such as project close-outs.
Assist in monitoring and reviewing the Requirements Traceability Matrix (RTM) to ensure that it is kept up to date with the design and completion of all appropriate testing.
Assist in monitoring stakeholder involvement to ensure adequate review of deliverables.
Assist in monitoring system and acceptance testing plans.
There are no formal supervisory responsibilities associated with this position.

Qualifications:
Demonstrated experience in the development of significant project management deliverables such as scope statements, schedules, change control plans, quality plans, risk plans, and communication plans.
Completion of 21 contact hours of project management training within the last six years.
One (1) year of experience managing requirements for a large scale IT project using a Requirement Traceability Matrix (RTM) or similar tool used to ensure completeness of requirement satisfaction.
DESIRED KNOWLEDGE, SKILLS, ABILITIES:
Experience in reviewing significant project deliverables such as scope statements, schedules, quality plans, communication plans, training plans, testing plans, etc.;
Experience in conducting quality assurance/independent verification and validation activities, including developing risk management and issues management plans and procedures for monitoring and reporting on risks and issues;
Experience in planning and conducting project analysis;
Experience with working closely with a QA vendor, including deliverable review and activity monitoring;
Facilitation skills which initiate discussions with business partners, both internal and external;
Strong analytical thinking and problem solving skills;
Excellent oral and written communication skills;
Partnering and collaboration skills;
Ability to work independently.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
