This position with The I-STOP (Internet System to Track Over-Prescribing) Prescription Monitoring Program (PMP) allows practitioners in New York to check their patient's controlled substance history prior to issuing a new prescription. The I-STOP web based system was developed to allow doctors to view on-line the patient's history on controlled substances to determine abuse and addiction. The law also required pharmacies to upload dispensing prescription data on a near real time basis. The data is processed continually in order to keep the information presented in the PMP Registry up to date and avoid the possibility of patients procuring multiple prescriptions from different prescribers. Pharmacists are also provided access to the PMP Registry to provide them the ability to fully participate in the care of their customers. Phase 2 of ISTOP will enhance the registry by allowing other states to search our database via a web service and to provide enhanced pharmacy data correction services.
This individual will be expected to provide expertise and hands-on participation in the following activities:
Design a system architecture and develop system models specifying interactions between multiple systems.
Develop and/or modify technical and/or design specifications, technical writing and documentation.
Develop web pages and user interfaces.
Software development and maintenance tasks including coding, testing, and implementation.
Design and develop Web Services.
Develop PL/SQL Procedures and Packages in Oracle.
Mandatory Requirements:
Expert
7
years of experience with analysis, design, coding, component and assembly testing of all application code owned by the Application Team. Maintenance (including production support), enhancement and development work. Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, and software conversions.
Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field.

The following Requested (Desirable) Qualifications are not mandatory and candidates that do not fit all of the following, are still strongly encouraged to apply.
1. 84 Months of experience in Object Oriented Analysis and Design (OOAD) following the Rational Unified Process (RUP).
2. 84 Months of experience in Designing and Implementing Information Technology Solutions.
3. 84 Months of experience on multiple Hardware and Software Environments.
4. 48 Months of experience developing Java Web Services.
5. 48 Months of experience in Oracle PL/SQL and developing procedures and packages.
6. 36 Months of experience in using the Struts 2.0 framework.
7. 36 Months of experience working with IBM Rational Clear Case.
