Minimum QualificationsBachelor degree in Computer Science or a related field and four years of professional experience in a computer system, web application development or related area.

Duties DescriptionWithin the Health Cluster of the Office of IT Services (ITS), the Project Coordinator will provide support for the development and operation of the Universal Public Health Node (UPHN) and Health Commerce System (HCS) as part of the State Health Information Network - New York (SHIN-NY) to support automated data reporting from hospitals, clinical laboratories, pharmacies, and physician offices for public health surveillance, outbreak detection, immunization reporting, newborn screening and Prescription Monitoring Program as well as integration of DOH data systems with Electronic Health Record (EHR) Systems. The incumbent will assist with the design, planning, technical specifications and development of the UPHN Web Service Software Application. The Project Coordinator will also provide technical support to the RHIOs for their UPHN implementation and ongoing data exchange.
Duties include, but are not limited to, the following:
Participate in UPHN Web Service design and developing technical specifications.
Provide in-house software analysis and development for UPHN architecture, ensuring that the technical aspects of all core services are closely aligned with the UPHN and SHIN-NY architecture and meet the requirements of the State Health Information Exchange (HIE) Grant.
Develop and maintain documents for UPHN Web Service design and technical specifications.
Participate in the planning phase for new UPHN API / Web Service projects.
Write and maintain UPHN service application code, frameworks, libraries, APIs, and documentation.
Perform functional and performance testing of UPHN API/Web Service for specified services.
Identify, document, prioritize, and track software defects encountered during testing.
Serve as the technical point of contact and support for the day to day UPHN operations.
Verify and develop fixes for bugs reported by RHIOs.
Collaborate with RHIO technical resources to ensure UPHN technical implementation and data exchange and support service level agreements with periodic on call/production support responsibilities.
