Responsibilities:
Software Requirements and Specification:
Study the software application domain, preparing comprehensive software requirements and specification documents. Communication and Liaison:
Act as a liaison between software users and developers, effectively conveying user demands, coordinating changes, and ensuring seamless communication between all stakeholders. System Analysis and Design:
Specialize in analyzing, designing, and implementing information systems. Assess the suitability of information systems, liaising with end-users, software vendors, and programmers to achieve desired outcomes. Change Management:
Serve as a change agent, identifying organizational improvements, designing systems to implement changes, and training and motivating others to utilize the systems effectively. Project Management:
Provide guidance to large teams, utilizing extensive industry experience to manage multiple entity project teams from development through successful production implementation of all software and hardware tasks. Infrastructure Rollout Projects:
Develop and document complex, multi-disciplinary infrastructure rollout projects in a government environment. Utilize industry-standard system life cycle methodologies and collaborate with cross-agency staff to implement projects successfully. Team Building and Communication:
Demonstrate effective team building, facilitation, communication, and presentation skills. Work collaboratively with diverse groups to achieve project goals.
Qualifications:
Minimum 7 years of experience managing multiple entity project teams from development through successful production implementation of all software and hardware tasks. Minimum 7 years of experience with multi-entity project teams in the development through successful implementation of multi-year application development and infrastructure projects. Experience using industry-standard tools and techniques in a Business Analyst role. 5 years of experience developing and documenting complex, multi-disciplinary infrastructure rollout projects in a government environment. 2 years of experience in effective team building, facilitation, and effective communication and presentation skills, with the ability to work and communicate with diverse groups.
