Experience:
At minimum 3-6 years of relevant IT project management experience. Bachelor's degree; an advanced degree preferred. PMP or Agile training or certification preferred. Experience working with utilities and utility data systems preferred. Strong project management skills required. Familiarity with and experience leveraging Agile best practices required. Prior experience in government is beneficial, but not required. SharePoint O365 proficiency required. Jira experience preferred. Strong organizational, time management, interpersonal, record keeping, and oral and written communication skills. Ability to collaborate cross functionally with external consultants and employees and manage resources effectively. Ability to quickly learn organizational structure, business strategies and processes. Ability to problem solve independently by diagnosing problems, gathering requirements for resolution, and engaging the right stakeholders to determine solutions. Understands State energy/environmental economic development issues.
Responsibilities:
Support both internal and external stakeholder engagement, with a focus on requirements documentation and supporting the conversion of stakeholder feedback to use cases and features. Participate in Sprint Planning and Sprint Reviews to ensure the prioritization and completion of the high value use cases and features that appropriately meet all stakeholder requirements. Participate in rigorous user acceptance testing, documenting, and reporting bugs, data gaps, or other deficiencies to the development team as required. Support contractor oversight and the creation of work plans, project schedules, program status reports, and supporting documentation. Support internal administrative processes and management of the Utility Coordination Group. Spot, resolve, and / or escalate issues to program manager in a timely manner and assist with the upkeep of the program risk register.
