This incumbent will work with financial and systems analysts within the Bureau of Managed Care Reimbursement within OHIP's Division of Finance and Rate Setting (DFRS) and will report to the Bureau's Associate Health Care Fiscal Analyst (AHCFA). The Bureau of Managed Care Reimbursement is responsible for the calculation and evaluation of Medicaid Managed Care (MMC) rates. The incumbent will conduct Medicaid Managed Care finance and rate setting activities for premium payment to Managed Care Organizations (MCOs) for the provision of health care services and benefits provided through Medicaid. The incumbent will describe and report on the methodology/progress of Medicaid Managed Care rate setting/premium development and analysis. Additionally, the incumbent will provide Medicaid Managed Care rate setting information to health care providers, health plans, health care associations, control agencies, health care advocates, and other Department of Health staff. Under the AHCFA's direction, the incumbent will perform analysis and strategic planning to identify trends within the MMC rate setting area. Additionally, the incumbent will assist in the development and communication of responses to Medicaid Managed Care rate setting/premium related inquiries from stakeholders on fiscal issues. The incumbent will also interact and collaborate with Medicaid Global Cap, Managed Care Long Term (MLTC) rate setting and FFS rate setting teams. The incumbent will focus on rate development and implementation as well as amendments to reimbursement amounts for managed care.

Salary Range:
From $49202 to $77912 Annually
Minimum Qualification
Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Fiscal Analyst, Grade 18. OR:
New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Fiscal Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law. Public candidates:
Active list candidate on the New York State Department of Civil Service's Professional Career Opportunities - Select Titles (PCO) eligible list #50000 with a score of 100.0 or higher OR qualified 55 B/C candidate in possession of a bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing AND 6 semester additional credit hours in statistics, economics, accounting and/or auditing. Strong critical thinking skills, exceptional analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include knowledge of health care policy, projections and trend analysis. The candidate must also have knowledge of the NYS Medicaid program and have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services.Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
