At least two years of the experience must have been at a supervisory level; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 23.
Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.
Substitutions:
Associate degree may substitute for two years of the non supervisory experience; bachelor's degree for four years; and J.
D.
or master's degree for five years.
Duties Description The incumbent will serve as DEC's Chief Diversity Officer will direct the agency's equal opportunity, diversity, and inclusion (collectively, JEDI) initiatives, including:
o Plan, develop, and monitor the agency's JEDI action plan and programs, including periodic reviews, revisions, procedures, guidelines, manuals, etc.
o Identify and analyze areas of underutilization of protected class members, establish goals, timetables, and strategies for meeting them, and meet with affected supervisors and program managers to advise them.
o Prepare periodic reports of program activities for the agency and for regulatory agencies and develop and review reporting formats, manuals, procedures, and guidelines for the program.
o Draft policy statements about the program for the agency head or other executive staff.
o Evaluate and interpret existing and revised laws, rules, regulations, and policies governing the program and ensure agency compliance.
o Coordinate JEDI activities within and between central offices, regional offices, and facilities and provide technical assistance and training to personnel.
o Develop and implement systems to monitor and measure the effectiveness of JEDI action programs in the agency and identify problem areas and coordinate and participate in federal compliance reviews, including Title VI program oversight.
o Review and evaluate programs, determine problem areas, and develop and implement strategies to improve JEDI action.
o Determine short and long-term program priorities and assign staff to meet plans and program needs.
o Review staff work for adherence to policies, statutes, and program requirements.
o Review and approve recommendations for instituting or revising procedures, policies, reporting formats and requirements, manuals, work operations, and program goals.
o Interpret laws, rules, regulations, and policy for staff and others governed by the agency's JEDI programs.
o Evaluate program operations to determine strengths and weaknesses and develop and implement revisions to improve program effectiveness.
o Prepare budget estimates for the program.
o Advise executive staff on JEDI program goals, the impact on agency programs and operations, and obligations and strategies for meeting goals and requirements.
o Coordinate diversity and equal opportunity activities in the agency's main office, regional offices, and facilities.
o Represent the agency at meetings, conferences, hearings, and community events with other agencies, community organizations, civil rights groups, unions, and others affected by or interested in the program.
o Participate in special projects, programs, and studies about the program and the impact of proposed statutory, regulatory, policy, and program changes.
o Conduct meetings, seminars, training programs, and conferences for agency employees and others about JEDI programs, requirements, and strategies.
o As assigned, direct and coordinate the activities described in the classification standards for Compliance Specialists and Minority Business Specialists.
o As assigned, direct or manage the provision of technical assistance, training, and monitoring to the agency.
Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
Overtime may be required.
Overnight travel may be required.
