The Licensed Master Social Worker (LMSW2) will be a part of the Bureau of Intensive Treatment Services (BITS) team within the Division of Statewide Services and serve as the BITS Children Court Case Coordinator. BITS is the main bureau within the OPWDD Division of Statewide Services that is responsible for tracking, processing, and monitoring all referrals to OPWDD involving justice-involvement or situations in which an individual may need a higher level of care (i.e., Intensive Treatment Option (ITO)). BITS is responsible for overseeing compliance with court orders to the Commissioner and providing guidance to State Operations (SO) and Regional Offices (RO), home district DDROs, other New York State agencies, and collateral service providers (including local Department of Social Services (DSS)) to facilitate this process. The Bureau staff processes Court Orders to the Commissioner, as well as Fitness to Proceed Orders, Orders to Produce (OTP), Department of Corrections and Community Supervision (DOCCS) Releases, and Article 10 Notices of Anticipated Release. BITS has experienced an increase in juvenile family court cases, requiring input, case coordination, guidance on competency, and OPWDD service interventions for justice involved youth with I/DD. The LMSW2 will have supervisory and administrative reporting to the Assistant Director of BITS within Central Office. Responsibilities include, but are not limited to:
Receipt, review and tracking of forensic notifications received by BITS from various state and local agencies. Ensure that each notification is synthesized into a succinct case summary and routed to the correct program liaison so that a required response/follow-up is provided in a timely manner. Maintain case coordination (a 'Personalized Justice Plan') and tracking of open and pending cases and run reports as requested. Coordinate reentry/transition planning with other state agencies such as DSS, OCFS, DOCCS, and OMH, in addition to the DDRO staff for persons with I/DD leaving state and local incarceration settings. Ensure that the timely integration of care management, residential options, and service requests are in place in advance of release. Provide tracking and oversight of juvenile cases residing in certified settings with complex histories and ensure that all documents related to legal orders and court rulings are up to date. Notify leadership in advance of a change in status or release to ensure that cross-systems strategic planning can occurring in a timely manner. Work with various state and local agencies (e.g., community agencies, local DSS, etc.), as well as judicial partners, to provide advocacy and education regarding community-based diversion efforts, resources that OPWDD can provide, and assure that partners are informed of appropriate use of alternatives to incarceration and diversion strategies. Maintain (or establish) program policies and procedures and ensure that job aids and trainings materials on various topics (including competency education) are up to date for both CCOs and various state partners (DSS, OCFS, OMH, DOCCS, court systems, etc.). Manage multiple priorities effectively, including prioritizing work plans, work assignments and deadlines. Report issues identified to the Assistant Director of BITS, as needed. Other duties as assigned.

Salary Range:
From $67897 to $86140 Annually
Minimum Qualification
Either A. licensed and currently registered by New York State as a Licensed Master Social Worker (LMSW) AND have one year of post NYS licensure professional social work experience; Or B. licensed and currently registered by New York State as a Licensed Clinical Social Worker (LCSW). Registration and licensure as a Licensed Mental Health Counselor is not considered qualifying. Professional social work experience involves activities such as screening, assessing and diagnosing individuals' and families' psychosocial needs, strengths and limitations; participating in the development of treatment plans and discharge plans; counseling and educating individuals, groups and families to promote mental, emotional, physical and social functioning; helping access needed services; providing client/patient advocacy and crisis intervention; and developing, coordinating and evaluating services and support systems. Experience limited to social work research or social work administration is NOT considered qualifying.Estimated Salary: $20 to $28 per hour based on qualifications.
