Based on experience, appointments may be made at the Trainee 1 level (equated to SG-13, starting salary $48,940), Trainee 2 level (equated to SG-14 starting salary $51,848), or journey level Human Resources Specialist 1 (SG-18 starting salary $61,423).
Duties Description The Office of Human Resources represents the Office for People With Developmental Disabilities (OPWDD) on all matters related to human resource management.
Staff works closely with senior managers and leadership within OPWDD and with the Department of Civil Service, Governor's Office of Employee Relations and the Division of Budget.
Matters include, but are not limited to, confidential and highly-sensitive topics related to the recruitment and deployment of staff, reductions-in-force, examination planning, employee benefits, as well as the development statewide policy and procedures.
Duties include but are not limited to:
Serve as liaison with OPWDD Central Office managers and employees for staffing, recruitment, position classification, examination planning, and benefits administration.
Manage division recruitments including drafting/posting vacancy announcements, canvassing eligible lists, vetting candidates, etc.
Provide technical advice and consultation to local human resources staff on a wide variety of topics.
Provide guidance to managers regarding employee counseling, discipline, and other employee relations issues including preparing and presenting 1st Step contract, non-contract and disciplinary grievances.
Meet with and respond to employees' questions regarding matters of personnel policies, time and attendance rules and regulations, Civil Service Law, contract and non-contract matters, employee safety issues, employee rights, employee benefits, leaves, and all day-to-day operational issues within assigned areas of OPWDD.
Perform necessary background checks for new employees.
Oversee and monitor the onboarding process for new employees.
Collaborate with program managers to identify appropriate positions for their needs and assist with item management and position classification.
