o Produce business intelligence solutions by querying data repositories (datasets) and generating periodic reports to meet the monitoring and performance management needs raised by managers and data stewards in each program. o Collaborate with designated data stewards in each department program to devise methods for identifying data patterns and trends in data sources, assisting them to use and improve documentation of their data assets in the department's data catalog. o Assess data structures and how they can be used to produce desired reports, conducting data quality analysis, documenting issues with data, and implementing practices that address issues as needed. o Research new data sources and analytical tools to apply to novel use cases the Chief Data Officer has identified and prioritized in consultation with division directors. o Conduct or coordinate tests to ensure that business intelligence solutions are consistent with defined needs, including evaluation of statistical analysis and visualizations produced or routinely used by program staff to support business decisions, and recommend improvements as needed. o Test, validate, and reformulate models to ensure accurate prediction of outcomes of interest, including preparation of statistical analysis, application of explanatory and inferential statistics to answer key management questions in each program area. o Participate in risk analysis activities and assist in implementation of practices that secure against compromises of data assets (improper dissemination, corruption, or loss of data) following New York's Information Classification Standard (NYS-S14-002). o Draft new functions and applications in programming languages to conduct analysis including automation of data access control, ingestion, and dissemination. o Develop or acquire authoritative shared data sets for master data management, including publishable state data subject to release under New York's Open Data Program (9 NYCRR 8.95). o Collaborate with program staff to create written reports that effectively communicate and present results in data stories that will accompany data and give context for interpreting it in both internal and public reports. o Produce related documentation and training materials to assure resilient institutional support for data assets and associated systems following standards established in the Department's Data Steward Handbook. Propose and implement improvements to those standards as needed. o Develop indicators, reporting, and metrics, in consultation with the Chief Data Officer, to monitor the relevant inputs, activities, products, and outcomes of the data management program and produce supporting data from the program's annual report and workplan. o Develop reporting and monitoring tools as needed to manage ongoing operation of the program. o Supervise Data Analyst 1 including assignment of work, monitoring work products, evaluating performance, training, developing staff, and collaborating on assignments of a highly complex nature. o Participate in statewide Data Community of Practice established by Division of Budget and other relevant communities of practice.

Salary Range:
From $79325 to $100342 Annually
Minimum Qualification
One year of permanent service as a Data Analyst 1 OR bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and three years of experience in data visualization, and statistical models and data mining tools. Substitution:
A master's degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience. Preferred Qualifications - o Strong oral and written communication skills o Demonstrate ability to explain methods, results, and conclusions of data analysis concisely and clearly o Demonstrate interest (education or experience) in development or administration of training activities o Demonstrate interest (education or experience) applying user-centered methods to develop digital products o Demonstrate interest (education or experience) in facilitation, conflict management, or related discipline o Experience in staff supervisionEstimated Salary: $20 to $28 per hour based on qualifications.
