The New York State Office of People With Developmental Disabilities (NYS OPWDD) has approximately 18,000 employees across 1,000
locations and provides services to more than 120,000 people with intellectual and/or developmental disabilities. OPWDD recently created the Executive Office of Diversity, Equity, and Inclusion (DEI) with the charge to infuse DEI objectives and methodologies through different key business functions and executive ranks in OPWDD. The DEI Bureau of Research and Analytics in the Executive Office of DEI is responsible for a mixed-methods research agenda in the following disciplines:
language access, cultural and linguistic competence, DEI, and intersecting identities. This includes a large project portfolio consisting of a $10.6 million contract with the Georgetown University National Center for Cultural Competence, $1 million in external-facing grants from the Developmental Disabilities Planning Council focused on enhancing the agency's cultural and linguistic competence (i.e., Ensuring Access Grant, Office of New Americans Ramirez June Initiative), policy analyses resulting in actions plans that involve multiple OPWDD divisions, and all priority research, data, and grant activities. The Equal Opportunity Specialist 3 will report to the Assistant Director and will serve as a project lead, carrying out the following duties and
Responsibilities:
- Develop detailed scope statements, document project requirements, develop project schedules, and coordinate project activities utilizing LEAN principles, when applicable. - Present project plans and resource needs as well as identify risks and potential solutions to the Assistant Director. - Design and implement quality metrics to analyze and monitor project performance and sustain continual improvement across the Agency. - Manage the Bureau's portfolio projects throughout the lifecycle of the project. - Coordinate multiple complex DEI research projects or components of projects, including existing priority grants through the Federal Medical Assistance Program, grants in partnership the Developmental Disabilities Planning, and projects within the NYS Community of Practice on Cultural and Linguistic Competence, and other community-based grants. - Outline team member responsibilities while supervising and supporting staff to be successful in their roles. - Manage, edit, and track applicable deliverables and work products. - Maintain project resource libraries and institutional memory for all projects. - Coordinate, facilitate, and participate in meetings with internal and external partners; develop content understanding and prepare meeting documentation. - Effectively communicate with team members, staff across the agency, external stakeholders, and all project partners.

Salary Range:
From $85712 to $108342 Annually
Minimum Qualification
Non-competitive:
eight years of the experience in equal opportunity, diversity and inclusion, or human rights. At least one year of the experience must have been at a supervisory level; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 23. Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members. Substitutions:
associate's degree may substitute for two years of the nonsupervisory experience; bachelor's degree for four years; and J.D. or master's degree for five years. Preferred
Qualifications:
- Passion for systems change and diversity, equity, and inclusion for people with developmental disabilities and other marginalized identities. - A willingness to learn and grow as a manager, coworker, and leader. - Experience with all Microsoft Office products including Excel, Word, Teams, and Power Point. - Strong organization, collaboration, and facilitation skills.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
